Tracey Reynolds thought her homeless days were over when the city moved her and her children into a Queens home after eight months in a shelter. The dream ended when she learned the one-family home the city put her in was in foreclosure. The family has since been evicted and is, once again, homeless.

Rates on 30-year mortgages remained almost flat this week as the Federal Reserve said it would keep rates near record lows to help the economy recover.
